Entries are open to amateur public course golfers who are eligible for the USGA Amateur Public Links Championship (see USGA Amateur Public Links entry form for eligibility requirements) with a Handicap Index not exceeding 9.4 strokes as follows:
A. Amateur golfers that are affiliated with a WPGA Member Club as of May 14, 2008.
B. Amateur golfers residing in the Western Pennsylvania district as of April 1, 2008.
